How can the Philippines remain competitive in terms of salary grade?

With the onset of free movement of labor within the ASEAN region, with the competitive nature of the salary grade in Singapore, Malysia and others, as cited by ASEAN UP, how can the Philippines compete with the other Asean Member States?
